HIDOE makes ‘active contact’ with 94% of West Maui students’ families
The Hawai‘i State Department of Education (HIDOE) today launched a report on its website showing the movement of West Maui students and the status of efforts to establish contact with all families. The numbers will be updated as new information becomes available about students from King Kamehameha III Elementary, Princess Nāhi‘ena‘ena Elementary, Lāhainā Intermediate and Lāhaināluna High schools.
Of the 3,001 students who were pre-registered to attend one of the four Lāhainā public schools for the 2023-24 school year, the Department has made “active contact” with 94% of students as of today, Sept. 15. Active contact represents that a student enrolled in a different school, applied to a distance learning program or the student or parent/guardian had a conversation with a HIDOE employee such as a community liaison, or participated in one of HIDOE’s community meetings.
This includes data from: the Department's student information system, reports from private schools and charter schools, contacts made by HIDOE community liaisons, schools, teachers, and HIDOE state office staff, and community meeting participant lists.
"We want to assure the community that we are closely tracking the progress of our West Maui students as they re-enroll in other educational opportunities – within the public school system and elsewhere – and we are actively reaching out to all other families," Superintendent Keith Hayashi said. "The Department is aware of the vast majority of students' situations and is working diligently to ensure they have access to support and educational opportunities.”

New HIDOE report provides status updates on reopening of Lāhainā schools
The Hawai‘i State Department of Education (HIDOE) today released a new online report showing the progress made toward reopening Lāhainā schools. The report indicates the status of pending action items such as soil testing and air and water quality, and the criteria to safely reopen schools for students and staff of Lāhaināluna High, Lāhainā Intermediate, Princess Nāhi‘ena‘ena Elementary and King Kamehameha III Elementary.
The report will be updated as new information becomes available while the Department works toward reopening the Lāhainā campuses after fall break and can be accessed at bit.ly/LahainaSchoolsProgressReport.
“By making vital data readily accessible to the public, we aim to keep our school communities informed while fostering trust and confidence in our response efforts,” Superintendent Keith Hayashi said.
During staff and community meetings in late August, Superintendent Hayashi announced a tentative goal of welcoming students back to the three West Maui campuses after fall break, which runs from Oct. 9-13. An exact date for students to return will depend on each school’s phased reopening schedule.
Three of the four Lāhainā schools — Princess Nāhi‘ena‘ena Elementary, Lāhainā Intermediate and Lāhaināluna High — have been closed since the wildfires as they undergo environmental assessments for air, water and soil quality, as well as ensuring stable power and sufficient broadband connectivity. The King Kamehameha III Elementary campus was damaged beyond repair. When schools reopen after fall break, the immediate plan is for King Kamehameha III Elementary students and staff to share a campus with Princess Nāhi‘ena‘ena Elementary while a future temporary site for the school is planned.
In the meantime, the Department has designated temporary schools for students to return to learning environments with their teachers and peers to help facilitate the healing process and restore some sense of normalcy as we await clearance for the Lāhainā campuses to reopen.
As of Sept. 13, more than 800 displaced and impacted students have re-enrolled in other public schools. The Department is providing free bus service for impacted elementary and intermediate students from Lāhainā to attend designated schools in Central and South Maui.
In-person learning hubs are also being rolled out. A distance learning hub for K-8 Lāhainā students will begin welcoming students on Sept. 19 at Citizen Church located at 4275 Hine Way in Lāhainā. The learning hub will provide distance learning students with in-person opportunities for teacher support and peer socialization, as well as access to meals, recess, social-emotional learning and other resources.
Two other learning hubs will be offered in West Maui: one for high-needs special education students and another for Kaiapuni Hawaiian language immersion K-8 students. Families are being contacted directly for the special needs hub. Details on the Kaiapuni hub will be announced once plans are finalized.
Families who need assistance can call the Department’s support hotline at (808) 727-6880 or text SUPPORT to (808) 736-1427, Monday through Friday, from 7:30 a.m. to 4:30 p.m.

Two additional learning hubs in the works for West Maui students
The Hawaiʻi State Department of Education (HIDOE) will be offering a distance learning hub for K-8 Lāhainā students starting Tuesday, Sept. 19, 2023 at Citizen Church located at 4275 Hine Way in Lāhainā. The hub is open to King Kamehameha III Elementary, Princess Nāhiʻenaʻena Elementary and Lāhainā Intermediate students already enrolled in distance learning or who want to enroll in distance learning. To apply, visit bit.ly/DLHubApply.
There is capacity for a total of approximately 270 students per grade band. Registered students will be considered based on available space for grade levels. Students who are enrolled in asynchronous distance learning (flexible, self-paced schedule for accessing lessons and assignments) will be grouped together by grade level daily.
Grade levels will report to the learning hub based on the following schedule:
Grades K-3
| Monday to Friday
8 a.m. to 10:30 a.m
|
Grades 4-5 | Monday to Friday
11:30 a.m. to 2 p.m. |
Grades 6-8 | Monday to Friday

|

For more information, view this flyer or contact the Distance Learning Hub staff at (808) 866-8432 or by email: MauiDLhub@k12.hi.us.
The Department is planning to offer two additional learning hubs in West Maui, one for high-needs special education students and another for Kaiapuni Hawaiian language immersion K-8 students. Families are being contacted directly for the special needs hub. Details on the Kaiapuni hub will be announced once plans are finalized.

HIDOE statement regarding West Maui students who have not re-enrolled in other schools or distance learning
The Department continues to closely track students who over the past few weeks have been enrolling in other public schools, charter schools and private schools, and those who have signed up for virtual learning. Of the 3,000 students who were enrolled in the four public schools in Lahaina for the start of the new school year, 778 have re-enrolled in other public schools and 874 have enrolled in the Department's distance learning program, as of Aug. 31. Another 140 have enrolled in charter schools or private schools.
Maui-based community liaisons, who have been on the ground since the fires, have also been connecting with families in shelters, at family assistance centers, resource fairs and the like to check in with families and help support their overall and educational needs. Department staff who have been properly trained are contacting families for the remainder of students who have not yet enrolled in an option, knowing that some may have moved out of state, relocated or paused their child's education for the time being.
HIDOE Superintendent Keith Hayashi last week announced a tentative goal of welcoming students back to the three West Maui campuses after fall break in mid-October, pending campus environmental clearances. An exact date for students to return will depend on each school’s phased reopening schedule.
As the Department actively pursues reopening after fall break, families have the following options:
- Families looking for an in-person learning option may temporarily enroll at designated schools in Central and South Maui, with bus transportation from and to Lāhainā to be provided by the Department, with dedicated support staff on board.
- The Department’s State Distance Learning Program is currently accepting applications at bit.ly/MauiDistanceLearning. Families may register for the State Kaiapuni (Hawaiian immersion) Distance Learning Program at bit.ly/SKDLPMaui.

HIDOE aiming to welcome students back to Lāhainā public school campuses following fall break, pending environmental clearances
At a Lāhainā school-level staff convening today, Hawai‘i State Department of Education Superintendent Keith Hayashi announced the Department has set a tentative goal of welcoming students back to the three West Maui campuses after fall break in mid-October.
“The health and safety of our students and staff remains our highest priority in our plans to reopen campuses,” Superintendent Hayashi said. “This is a very fluid situation and things may still change; however, we know that a tentative reopening timeline will help with planning and bring some stability for our staff, students and families during this very turbulent time.”
HIDOE’s fall break runs from Oct. 9 to 13, 2023. An exact date for students to return will depend on each school’s phased reopening schedule.
Three of the HIDOE’s four Lāhainā schools — Princess Nāhi‘ena‘ena Elementary, Lāhainā Intermediate and Lāhaināluna High — have been closed since the Aug. 8 wildfires as they undergo environmental assessments for air, water and soil quality, as well as ensuring stable power and sufficient broadband connectivity.
The state Department of Health has installed air quality sensors at the three campuses and will be installing additional devices in certain classrooms. The Department is also working with Maui County to evaluate water quality at the schools and has hired a contractor to conduct soil sampling. Before the schools reopen, professional cleaners will be hired to thoroughly clean the schools.
The King Kamehameha III Elementary campus was damaged beyond repair. When the schools reopen after fall break, the Department is planning for King Kamehameha III Elementary students and staff to share a campus with Princess Nāhi‘ena‘ena Elementary. The Department is also planning for a future temporary site for the school while long term plans are being made.
As the Department actively pursues reopening after fall break, families have the following options:
- Families looking for an in-person learning option may
temporarily enroll at designated schools in Central and South Maui, with bus transportation from and to Lāhainā to be provided by the Department, with dedicated support staff on board.
- The Department’s State Distance Learning Program is currently accepting applications at
bit.ly/MauiDistanceLearning. Families may register for the State Kaiapuni (Hawaiian immersion) Distance Learning Program at
bit.ly/SKDLPMaui.
For the week of Sept. 5 to 8 (Sept. 4 is a state holiday), staff at all Lāhainā schools are scheduled to be on administrative leave. This week, the Department brought together school-level staff together to offer resources and learn how best to support employees.
Maui families and community members are invited to meet with principals of Lāhainā public schools and HIDOE leaders to share input and discuss the latest updates for reopening schools and providing educational opportunities in West Maui. Both meetings will be held tomorrow, Aug. 30 and will be open to the public at the following locations and times:
Overflow parking for Citizen Church will be available at the Old Bay Course Clubhouse in Kapalua, formerly Pineapple Grill (200 Kapalua Drive). Shuttles will be available from Kapalua to the church.

Central and South Maui schools designated as temporary school sites for impacted Lāhainā students
Given the uncertainty on reopening dates for the public school campuses in Lāhainā, effective immediately, impacted West Maui students still looking for an in-person learning option may temporarily relocate to designated schools in Central and South Maui, with bus transportation to be provided in the coming days.
“We are still very hopeful that our Lāhainā schools will be able to reopen, but not until we are assured that it is safe to do so. In the meantime we need to be able to provide options for families and students who want to access education outside of West Maui,” Superintendent Keith Hayashi said. “We are also still actively pursuing temporary learning sites in West Maui to be able to provide options within the community.”
The Department is designating the following temporary sites for students to return to learning environments with their teachers and peers to help facilitate the healing process and restore some sense of normalcy as we await clearance for the Lāhainā campuses to reopen. The Lāhainā schools will retain their school status, but in temporary locations.
Grades K-5: King Kamehameha III Elementary and Princess Nāhi‘ena‘ena Elementary students will be temporarily assigned to either
Wailuku Elementary or
Kamali‘i Elementary in Kīhei.
Grades 6-8: Lāhainā Intermediate students will be temporarily assigned to
Lokelani Intermediate in Kīhei.
Grades 9-12: For Lāhaināluna students, the school will temporarily function as a school within a school at
Kūlanihāko‘i High in Kīhei.
As of Tuesday, more than 600 displaced and impacted students have re-enrolled in other public schools, with some nearing or at capacity to be able to adequately provide services for students. Designating the campuses listed above will help alleviate this issue. The Department’s Office of Talent Management is working to identify the personnel actions needed to provide adequate staffing support for the anticipated increased enrollment at the temporary school locations.
The Department is coordinating bus transportation for West Maui students to get to and from the temporary school sites. Pick-up and drop-off hub sites for students are being determined. Interested families should obtain and complete a bus application at their new school as soon as possible. Special transportation will be provided to students who receive transportation as a related service as part of their individualized education program.
Students already re-enrolled at other schools or who signed up for the state’s distance learning program prior to Aug. 23, 2023 are unaffected. Bus transportation for students will only be provided to the designated schools for students still residing in Lāhainā.
For families who remain in Lāhainā and are not able to take advantage of this option, the Department is working on plans to offer community-based learning activities in West Maui, but families are advised that programming will not look like traditional education provided in schools.
Reopening efforts and the exploration of alternate sites in West Maui are continuing. As of this week, Lāhaināluna High, Lāhainā Intermediate and Princess Nāhi‘ena‘ena Elementary remain closed to staff, students and volunteers. The Department is awaiting results of environmental testing to be sure that the air, water and soil are safe to reopen. The King Kamehameha III Elementary campus was damaged beyond repair. Different reopening options include temporary relocation at Princess Nāhi‘ena‘ena and/or alternate sites in West Maui.
Staff at all four public schools in Lāhainā remain on paid administrative leave through Friday, Aug. 25 as clean up and safety assessments continue at Princess Nāhi‘ena‘ena Elementary, Lāhainā Intermediate and Lāhaināluna High. Starting Monday, Aug. 28, staff from King Kamehameha III Elementary, Princess Nāhi‘ena‘ena Elementary, Lāhainā Intermediate and Lāhaināluna High should expect to report to a centralized off-site location in West Maui that will be determined soon. The goal is to help staff transition back to work — providing access to Office of Talent Management representatives, mental health training and services, and discussions surrounding next steps. Schools will be communicating additional details and information directly with staff.
The Lāhainā school principals and HIDOE personnel are organizing a family and community meeting to share additional information and address questions and concerns on Wednesday, Aug. 30. Details will be forthcoming.
Families and staff who are facing internet challenges and who need assistance can call the Department’s support hotline at (808) 727-6880, Monday through Friday, from 7:30 a.m. to 4:30 p.m.

Administrative leave for staff at Lāhainā schools extended through Aug. 23 while campus assessments continue
Staff at public schools in Lāhainā will remain on paid administrative leave Monday, Aug. 21 to Wednesday, Aug. 23, as crews clear debris and test air and water quality at Princess Nahi‘ena‘ena Elementary, Lahaina Intermediate and Lahainaluna High. The schools remain closed to students and staff; employees must receive express prior authorization to be present on these campuses.
Phased reopening dates with staff returning first will be determined once the campuses are confirmed as safe by county, state and federal authorities. For Kamehameha III Elementary, the Department is still exploring options for students, including welcoming students to Princess Nāhiʻenaʻena Elementary as well as the potential for a temporary satellite site in West Maui.
In the meantime, students who are living outside of Lāhainā are encouraged to enroll at other public schools near their current location so that they have access to in-person services like meals, socialization and counseling.
For families with access to stable internet connection, the Department’s State Distance Learning Program is available to students. With this option, parents may select between asynchronous learning (flexible schedule for accessing lessons and assignments) or synchronous learning (real-time participation in virtual classes through video conferencing). Parents can register their child at

HIDOE leadership visit Lāhainā schools, plans for students and staff impacted by wildfires underway
Click here to view a video message from Superintendent Hayashi.
LĀHAINĀ — Superintendent Keith Hayashi visited the three Lāhainā campuses today – Lāhaināluna High, Lāhainā Intermediate and Princess Nāhiʻenaʻena Elementary – along with key legislators and Hawaiʻi State Department of Education (HIDOE) leadership.
While the three campuses sustained wind damage, the overall structure of campus buildings and classrooms are in good condition. Lāhainā school administration teams are eager to resume teaching and learning for those who are ready and able to access it, and the Department is committed to ensuring that this is done as quickly and safely as possible.
Crews are currently at the campus sites, cleaning debris and testing both air and water quality in the coming days. Reopening dates will be determined once campuses are confirmed as safe for students and staff.
“We are planning with our partners at the Department of Health, FEMA, Governor’s office and the County to bring our students and staff back to school,” said Superintendent Hayashi. “We know the recovery effort is still in the early stages and we continue to grieve the many lives lost. We are doing everything we can to support all of our impacted staff, students and families.”
Joining Superintendent Hayashi on Maui were state Senate Vice President and Education Chairwoman Michelle Kidani, state House Education Chairman Justin Woodson, state House Finance Chairman Kyle Yamashita and Board of Education Maui member Kahele Dukelow.
The Department is still exploring options for students who attended Kamehameha III Elementary, including welcoming students to Princess Nāhiʻenaʻena Elementary as well as the potential for a temporary satellite site in West Maui.
In the meantime, students who are able to are encouraged to enroll at other public schools that are near their current location so that they have access to in-person services like meals, socialization and counseling. HIDOE liaisons are visiting shelters to share information and resources with displaced students and families.
Schools in Central, South and Upcountry Maui and a few off-island schools have begun enrolling displaced students, signing up approximately 200 West Maui students as of today. Nearly 100 applications for the State Distance Learning Program were also received on Monday.
As school communities continue to navigate this difficult situation, the Department is also offering students, families and staff with mental health support — both in-person and telehealth counseling. Information on this, as well as other information and resources to assist those impacted by the wildfires, can be accessed at

With the exception of King Kekaulike High School, all Upcountry, South and Central Maui school staff will return to campuses on Monday, Aug.14. Students will be welcomed to school on Wednesday, Aug. 16, though Maui High’s student start date will be announced next week. This staggered schedule will allow school teams time to assess damage and staffing capacity to ensure a safe reopening.
King Kekaulike High School facilities are still being assessed and will remain closed to both students and staff until the campus can be fully evaluated. Maui High will welcome staff back to campus on Monday, Aug. 14, though students’ start date is pending the status of the evacuation shelter.
Maui schools with staff returning Aug. 14 and students returning Aug. 16 are:
Upcountry Maui
Kalama Intermediate
Haʻiku Elementary
Kula Elementary
Makawao Elementary
Pāʻia Elementary
Pukalani Elementary
Central Maui
South Maui
Kūlanihāko‘i High

As previously announced, the HIDOE's four public school campuses in Lāhainā will remain closed next week (Monday, Aug. 14 - Thursday, Aug. 17). The Department is working with emergency response officials to gain access to the area as soon as safely possible to assess the scope and degree of damage to each of the Lāhainā schools.
Students who were enrolled at a Lāhainā school under a geographic exception (GE) — including Lāhaināluna High boarding students — should enroll at the public school in the geographic area in which they reside.
School enrollment for displaced families
With the status of reopening West Maui schools unknown, starting Monday, Aug. 14, families impacted by the wildfires are encouraged to re-enroll their child(ren) at another public school near their residence, even if their residence is temporary. Neighborhood schools may be found at
bit.ly/HIDOESchoolSiteLocator.
HIDOE schools statewide will be welcoming the immediate enrollment of students impacted by the wildfires. Displaced families experiencing unstable housing conditions will be eligible to enroll at a school under provisions of the McKinney-Vento Act, which relaxes standard enrollment procedures.
For families facing unique circumstances in an area that has adequate internet connection, the Department’s State Distance Learning Program is available to students. With this option, parents may select between asynchronous learning (flexible schedule for accessing lessons and assignments) or synchronous learning (real-time participation in virtual classes through video conferencing). Parents can register their child at
bit.ly/MauiDistanceLearning. One form per child should be completed. The program will provide a device for any student who is accepted.
Students who were enrolled in a Hawaiian language immersion program at a Lāhainā school may enroll in another

West Maui public school campuses to remain closed through next week
HIDOE's four public school campuses in Lāhainā will remain shut down for an additional week, through Friday, Aug. 18.
While the Department is working to solidify next steps for what school operations will look like for West Maui, we are also trying to ensure we can account for all students, staff and families. The extended closures are also aimed at allowing students, families and staff to care for themselves and loved ones and start to reestablish their bearings during this stressful and devastating time.
Damage assessments of the Lāhainā campuses are pending safe access to the sites. A HIDOE representative was able to confirm the severe fire and structural damage to King Kamehameha III Elementary campus on Front Street in Lāhainā on Thursday. The Department is working with emergency response officials to gain access to the area as soon as safely possible to assess the scope and degree of damage to each of the Lahaina schools.
For all other Maui public schools, an update on reopening plans will be made tomorrow. Schools in Upcountry, South and Central Maui will have phased reopening plans to first bring back staff, followed by students. This will give school teams time to assess damage and capacity to welcome students back safely.
In response to the outpouring of generosity and support toward the recovery of our West Maui school communities, the Department is partnering with the Public Schools of Hawai‘i Foundation to support our impacted school communities. The most immediate need and request from our Maui schools is for monetary donations that can provide direct support for response efforts. Learn more at
