The Hawaii State Department of Education's (HIDOE) 21st Century Community Learning Centers (21st CCLC) program is requesting a waiver for the After School Learning Center Award Formula (CFDA/Subprogram number 84.287C, PR/Award Number S287C140011), with an award date of July 1, 2014 to September 30, 2015.
This "Tydings Waiver" will allow HIDOE to continue using these funds for afterschool programs that deliver high-quality services to support student learning and development and to support the continued efforts of the 21st CCLC program to increase student
achievement through a broad array of services and programs that are aligned to the HIDOE’s State Strategic Plan and statewide
initiatives.
HIDOE will host additional grant competitions for these funds to the current twenty (20) sub-grantees now serving the children and families of Hawaii, with an emphasis on:
In addition, the HIDOE will use these funds to continue its process to establish consistent and uniform program standards, and a more effective program evaluation tool.
The extended authority to obligate these funds will improve the academic achievement of students in the state. The additional grant competitions will afford the current twenty (20) sub-grantees the opportunity to offer needed additional services for the programs named above and support enhanced educational experiences and opportunities for thousands of children and families in Hawaii. These programs help working parents by providing a safe environment for students outside of school hours.

- Support HIDOE's Tydings Waiver request for unobligated funds from FY14, or
- Not to support HIDOE Tydings Waiver for unobligated funds from FY14.
Responses need to be provided on or before November 14, 2016 at 3:00 pm Hawaii Standard Time.
